Aug 04: Clouds of doubt have cleared up with the revelation of the text of most talked about indo-US nuclear deal, 123 agreement. India became successful to have nuclear assistance from US without compromising its strategic position.
Various grievances of India as well as US have been addressed in the agreement. And India has been provided a platform wherefrom to receive civil nuclear co-operation.
The agreement gives India status of de facto nuclear weapons power which brings India equal to five permanent nuclear powers.
India also managed to reserve its qualified right to conduct nuclear test if provoked by the neighboring countries conducting such tests and putting a threat to the security of the country.
In case India conducts nuclear tests the suspension of the fuel supply by the US and the return of the equipments and technology will not occur automatically, the president of US will look into the matter, the prevailing circumstances and then the decision will be taken whether to exercise that right or not. But the right has been secured in the agreement by the US.
The most important issue settled with US is the right to reprocessing of spent fuel which kept the agreement hung for months. US has no reservation regarding the reprocessing of the spent fuel and unqualified consent has been secured by the Indian government.
US also stood by its commitment to arrange for multilateral supply of fuel for Indian nuclear reactors. The issue of the uninterrupted and reliable supply of fuel has occupied the largest space in the 123 text.
US will also recommend the NSG to entertain India similarly as US has agreed.
The deal can be counted as a major achievement for India as the deal enabled India to have access to nuclear fuel without being a signatory to NPT which has been an issue of confrontation between US and India for long.
US flexible attitude is clear from the assurances it has provided to India to help her find other sources of nuclear fuel in case of delay from their side.
Indian officials see the agreement totally a win-win situation.
Both the countries have showed leniency in addressing the concerns of each other. This adds a new chapter in India’s nuclear energy.

this 123 agreement between the two democratic countries will serve its purpose, will pave way for a better civilisation in this area, it is a win win situation and both countries will be benefited.
