July 13: A close ally of new British Prime Minister, Doughlas Alexander secretary of international development speaking at the council of foreign relations in Washington D.C. reflected a shift in UK foreign policy.

He suggested ‘international approach’ as a solution to the global problems instead of unilateral action. He indirectly criticized unilateral approach of US in Iraq.

This shift reflected gains ground as US House of Representatives voted in favour of taking US troops back from Iraq. British cabinet minister said that isolationism is not a workable solution in an interdependent world.

He said that in 21 st century a country’s power will be known by what we build and not by what we destroy as was the case in 20 th century.

Emphasizing the role of internationalist approach, to international issues he urged for the formation of new alliances based on common values and those which not only protect us from the world but also reach out to the world.

He said that there can be no prosperity or security at home until we fight the global challenges of poverty, disease, global warming and global security etc. we must seek shared solutions to the problems we face adopting an internationalist approach.

He further added, “As we need rule of law at home so we need it at international level to ensure global civilization”.

He also stressed on the empowerment of women all over the world to reduce child mortality and spread of HIV/AIDS.

Speech in Washington D.C. indicated independent stand of Gordon Brown government on foreign policy matters unlike Tony Blair.

Change seemed to be on cards last month only when staunch critic of US policies Mark Mallock got the place in the cabinet of Brown as foreign minister.

Experts see speech as covered criticism of president Bush foreign policies and unilateralist approach to global issues.

Mr. Alexander appealed to give importance to alliances rather than force. He said that our deeds should reflect that we are multilateralists and internationalists. He said that force is needed to fight terrorism but at the same time we will have to eradicate poverty, and secure trade justice.

In his speech British minister very well showed the signs of independence in foreign policy matters.
