The global credit rating agency Standards and Poor’s has stated in a statement that India’s currently credit rating may go downwards after coming of the sixth pay commission report. This statement had come on Feb 29, after presenting the budget.
India’s currently credit rating is 'BBB-/A-3' that reflects India’s strong economic prospects, solid external balance sheet, and deep capital market, that support a weak but improving fiscal position, as per S&P reports.
However, the Finance Ministry does not consent with this report. It believes that the new pay commission report will not put so much pressure to slow down the growth rate of the country.
To lead-up the general election next year, government has presented this populist budget like to waive off hefty farmer’s debt as presented as cited S&P, but the coming Pay commission report and this populist budget may slow down the Growth Domestic Product growth rate from current running 9.4% growth.
It is expected that the economic growth of India can be 8.2-8.7 pct in fiscal 2008-09 and 7.9-8.4 pct in fiscal 2009-10, reports S&P while ‘the general government deficit may be 6.7% of GDP in fiscal year 2007-08’.
On the other hand, Ministry believes that the impact of the coming Sixth Pay Commission’s recommendation is expected to be within 0.4% of GDP. The report of sixth pay commission is likely to be submitted on March 31, 2008 as Finance Minister announced on February 29 while presenting the budget.
According to Finance Secretary D Subbarao, “The fifth Pay Commission award of 1996 had translated into an impact of 0.4 per cent of GDP and I do not expect it to be higher than that level this time.”
‘As much as 20-25 percent salary can be hiked as the sixth pay commission suggests in its report’ as sources reports that will put additional pressure on the government. The recommendation of current fifth pay commission had put an extra burden of Rs. 8,800 per year on the government while the completely recommendation of sixth pay commission may put more than that burden over Central and state government in terms of paying salaries and pensions.
Only Railway Minister Lalu Prasad Yadav has asked from the Finance Ministry a heavy sum of Rs.5,000-crore to pay 14lakhs railway’s employee in the next fiscal, whereas there are more than 2crore government employees across the country including Central and State government’s employees.
The government had comprised the sixth pay commission in 2006 to study the current status of employees by viewing the increasing inflation. Usually after every 10-year period, the government has to organise the new pay commission to revise the salary structure of the government’s employees.
According to sources, these topics can be crucial considering points presented in the reports:
• Salary structure can be hiked about 20-25% from current status. • House Rent Allowance ratio can be surged in the A-1 and tier –II urban areas viewing the rocketing rentals. • The increment in the retirement age from 60 to 62 years may not be recommended • Suggestion of merging small allowances into one big allowance; at present it is 51% of basic salary in terms of several allowances. • Rectification in the pay of pensioners re-employed • To introduce the idea of recruiting highly specialised and skilful persons on the contract basis to get fresh ideas and new management skills
Now, the real suggestions of Sixth Pay Commission will unveil after commission submit its report. It is very much likely that government can accepts most of the suggestion presented by Pay Commission estimating the forthcoming Lok Sabha election and current buoyant economic infrastructure.

Research Officer working in National Institute of Homeopathy, Kokata, working for 25 years without Dynamic ACP. It is an autonomic organisation under the dept. of AYUSH, MoH and F.W, Govt.of India. We have observed that one cabinet note approved for AYUSH doctors DACP but Dept. of AYUSH delaying to implement it. Inthe mean time some of our colleques already retired from service and we are wooried that either it will come to effect after or before our retirement we do not know.Please think for us and help us to get DACP as per the recommendation of 5th and 6th Central Pay commission.

I have been told that i can not get it because i am working on the post which has no promotional channel. I think denial by audit branch in above case is against the basic assumption that ACP would remove stagnation for all goventment staff. Audit ha stold me that ACP can only be given tothose who had already promotional channel.
If any boby has any information on that audit branch in the university is wrong pl supply me

September 23, 2008 at 12:00 AMDISPARITIES IN 6TH PAY COMMISSION WITH RESPECT TO DEF FORCES
1. While there have been a lot of deliberations at various levels before finalization of the 6th Pay commission, there still are a few glaring disparities and anomalies which are evident from initial perusal of the Notification. These incongruities, if not addressed in time and rectified, will surely have a very detrimental effect on not only the financial standing, but also their status & thus morale of all defence personnel. A few of the major glitches in the Notification are listed in subsequent paras.
2. The three Chiefs of Defense Services have pointed out the degradation with vivid disparities in the Gde. Pay of the defense officers of the rank of Lt. Cols., Lt. Gens. and equivalent ranks of all three services, and apprised the Prime Minister, Defence Minister and Finance Minister, since it will have adverse effects during the joint operations as well as on their morale.
3. With due apology, I wish to mention that in addition to the above, there are still number of more grave and worst disparities in the cases of officers of the ranks of Majors, captains and Lieutenants, and equivalent ranks of all three services as well as trainees of these services.
4. You may kindly see that the pre-revised scales of pay of civil services officers falling in S-21, S-22, and S-23 were much less then the pay scales of Majors and equivalent ranks of all three services. Irrespective of this fact; in accordance with the 6th pa commission report notifications, the Civilian Officers of the categories mentioned ibid are given the Grade Pay of Rs. 7600/-, where as all officers of the rank of Majors and equivalent ranks of all three services have been given the Grade pay of Rs. 6600/- only.
5. In addition, the Chief Nursing Officers of Para Military Services, the Principals of schools, Education Officers, Assistant Directors and Managers, whose pre-revised scales were 10000-15200; all of them have now been given the Grade Pay of Rs. 7600/-, whereas, the officers of the rank of Majors and equivalent ranks of all three services, earlier drawing much higher pay scale than them, have been given the Grade pay of Rs. 6600/- only.
6. The degradation of Defense Services Officers does not end here itself. If you peruse the VI CPC report and notifications thereto, you will see, that the ?Vice Principal Grade I? and Post Graduate Teacher Grade I of schools whose pre-revised scale was 8000-13200 are now given the Grade Pay of Rs. 6600/-, but in the case of the officers of the rank of Captains and equivalent ranks of all three services, whose pre-revised pay was much higher than the officials mentioned above are given Grade Pay of 6100/- only. Likewise, the pre-revised pay scale of the officers of the rank of Lieutenants and equivalent ranks of all three services was starting from Rs 8250/ which is more than the officials mentioned ibid, still, their Grade Pay is given just Rs. 5400/- only
7. Further, it may be seen that any officers or officials of Central or State Govt. join any service in any post, they start getting their full pay and allowances from the day they join the service. Their entire service is counted for increments, promotions and retirement from the first very day, when they join service. Rather, they are paid their full pay and allowances and all other benefits of service during their training period, irrespective of duration of their training. In the cases Officers and PBOR of Defense services, they are paid just stipend only during the period of their initial training and this period is not counted for giving increments, promotions and retirement. Such a big discrimination and injustice must not be done to the defense services personnel alone.
8. The 6th Pay Commission and the Govt. has very kindly recommended and accepted the prolonged and long standing/awaited demand of Military Service Pay (?MSP?) of defense personnel. But, it is highly unjustified as to why the MSP should not be applicable w. e. f. the day the 6th pay commission is effective. Were the soldiers not the part of defense forces and/or they have not been performing their duties since 1 Jan 2006? If they are legitimate part of defense forces and have been performing their duties since 1 Jan 2006 and the 6th Pay commission is since effective from 1 Jan 2006, the MSP must be given to them w.e.f that very date and the arrears whatever due should be paid accordingly.
9. Further, Military Service Pay is since the Pay, it is highly illogical not to consider it to calculate dearness allowance and increments on this pay. It may be noted that the Central Govt. has agreed to pay dearness allowance on the Transport Allowance. It is surprising to note that irrespective of the tpt. allowance is an allowance and not the pay, the dearness allowance is permitted on it, but the MSP is even the Pay, yet, it is not considered for the purpose. Hence, the Govt. must reconsider its decision to pay dearness allowance on MSP as well as, it must be included to calculate increments w.e.f. 01 Jan 2006 please.
10. From the above, you can very well see that all the officers and PBOR of all the three services have been disgraced, dishonored, and degraded to such an extent.
11. In view of the foregoing, an earnest appeal is made to the Prime Minister, Defense Minister, Finance Minister and all other authorities to do justice to the Officers and PBOR of all the three services to look into the matter judiciously, restore their status and dignity, so that the joint operations are performed effectively. Keeping in view the facts mentioned above, give them their due as suggested below:-
(a). In the cases of Lt. Generals, Lt. Colonels and PBOR, as taken up by the Chiefs of three Defense Services.
(b). In the case of the officers of the rank of Majors and equivalent ranks of all three services, the Grade pay of Rs. 7600/- be given to them.
(c). In the case of the officers of the rank of Captains and equivalent ranks of all three services, the Grade pay of Rs. 6600/- be given to them.
(d). In the case of the officers of the rank of Lieutenants and equivalent ranks of all three services, the Grade pay of Rs. 6100/- be given to them.
(e). Give full pay, allowances and Grade Pay to all the Officers and PBOR of Defense services during the period of their initial training as is being done in the case of other Central and State Govt. Officials and count this period for giving them increments, promotions and retirement.
12. If suggestions recommendations above are accepted, it is assured that it will have great impact to raise the morale of all the Defense Services Personnel and attract desired, rather better talents to join Military Services, thus huge vacancies of officers existing since long will be made up. This will prove to be in the best interest of the nation and national security.

Promotion issue DACP still pending with DG LW ( Ministry of Labour & Employment)to be implemented wef 1.1.96 because CIHMS cadre could not form as suggested by 5th CPC. Now 6 cpc did away with cadre (3.6, 3.8). What will happen to pending issue of DACP since 1.1.96. Min. of H & FW (deptt.of AYUSH )had already given DACP to its Ayurveda Doctors withut CIHMS cadre.

March 27, 2008 at 12:00 AMGovt. / Sixth Pay Commission must have a very clear policy for Ex-cadre posts, as the officers appointed for a specific job, it is the requirement of the Govt. so for this, the officer posted on Ex-cadre post must be provided up gradation on the same post. Ex-cadre posts holders must not be treated as bounded employees, they are for specific job and have to continue doing the same job on the same post in public interest. The same time they must be treated equal to other in-cadre officers in respect of financial gain and status / hierarchy.
Before finalizing / accepting the Sixth-Pay Commission report , the Govt. must take steps for proper up-gradation of Ex-Cadre officers. The Ex-cadre officers must be provided promotion on the same post at par with other In-cadre officers of the same scales in the particular Ministry / Departments.

Moreover it would be a threats for future of country.

They can't even see the disparity between private n public sector: Pvt Sec gets 20% hike annualy matching the inflation rates & what they are offering to Govt. employees is 20-25% hike after 10 years. The jokers at the top level have never gone to the markets to check out the increasing "aate-dal ka bhav" & obviously coz they dont face any hardships.

So government should take care of that.

He just cant do anything which he dreams for, the HRA given by govt. is 5% but actually it goes to around 20%. His children cant get higher education due to lack of money. so please request to sixth pay commission members.

my name is vijay kumar.my DOB is 25/03/1958. i was appointed as a excise constable on dated 15/12/1983(class-iv) 1st acp has been granted 1985. and i promoted on july2002 as a l.d.c... is 2nd acp due on dec2007 or not i want to know my status????no promotion is done so far as well as no benefit of 6th pay commission(macp 20/30 years)
