Interim budget passed in Delhi Assembly amid opposition uproar

Delhi Chief Minister Sheila Dikshit, who also holds state's Finance Ministry portfolio on Wednesday presented the interim budget for carrying on the government's business for next two months until the regular budget is presented.

Due to upcoming Municipal Corporation Election polls, Delhi government cannot present regular budget.

Presenting the interim budget CM proposed a total vote-on-account of Rs. 30,970-crore comprising Rs. 15,000-crore as a planned outlay and Rs.15,811-crore as non-plan spending. A sum of Rs. 159-crore is also included in the proposed vote-on- account for conducting various schemes sponsored by the Centre.

Chief Minister has to face huge protest of opposition during delivering her budgetary speech. The Bhartiya Janta party's MLA collected near the podium of CM and began to hubbub for 40 minutes. They were demanding the resignation of CM alleging the government to be seriously involved in various corruption issues including Commonwealth Games. They were also asking to clear the government's stand over solving the water crisis in Delhi.

The house which holds congress leaders in majority, passed the interim budget with voice poll.

According to proposed vote-on-account, the total estimated expenditure for fiscal year 2012-13 would be Rs. 30,970-crore, which is 14% more than the current fiscal's proposed budget expenditure of Rs.27,067-crore.

"The budget estimates for total expenditure in 2012-2013 is Rs. 30,970 crore. Bifurcation in revenue and capital segments of the budget are Rs. 21,675.47 crore and Rs 9,135.53 crore respectively," said Dikshit.

'The proposed budgetary expense of Rs. 30,811 crore will be funded from revenue receipts of Rs. 31,395 crore,' she added.

A major share of revenue receipt would come up from tax revenue of Rs 24,310 crore, non-tax revenue of Rs 697 crore, grants from the Centre of Rs 1,444 crore and capital receipts of Rs 626 crore, she said.

CM has also revised the current budget for fiscal year 2011-12 from Rs. 27,067 crore to Rs. 27,770 crore, which comprises Rs. 14,200 crore as plan budget and Rs. 190 crore under Central schemes due to extended spends.

She said the Planning Commission has approved the annual plan for the next fiscal year at Rs. 15,000 crore, 5.63% more to Rs. 14,200 crore in the current fiscal. She also informed about the collected tax revenue in 2011-12 is Rs. 20,128 crore, non-tax revenue Rs. 640 crore and Centre's assistance Rs. 1,481 crore.
